Yes, they do exist. There is one at Texas Tech, but I am looking for one in the North East. The only one I have found in the East is at Ohio University. I'm currently getting my MFA and looking into getting my Phd, but I'm undecided if I want to yet.

Most places offer MFAs for writing or PhDs for lit AND writing. But two that say they have PhDs just for creative writing are Univ of Denver and Univ of Nebraska. DU says:DU's Program in Creative Writing is the only writing program in the country that focuses exclusively on doctoral study. All of the University of Denver's graduate students in Creative Writing are PhD students. At other creative writing doctoral programs, MFA and MA students generally outnumber creative writing PhD students in workshops. We pitch our workshops and other courses to the sophisticated levels of students who have done an MA or MFA in creative writing elsewhere (recent PhD students have come from Brown, Iowa, the Art Institute of Chicago, U-Mass-Amherst, Florida, and many other celebrated MFA programs).
And Univ of Nebraska says:
Enrolling more than 150 students and composed of 42 graduate faculty (including 10 in Creative Writing), the Graduate Program in English at the University of Nebraska offers an MA and a PhD in Creative Writing, one of the few such advanced degree programs in the country to offer a creative dissertation option

Do they exist? There are certainly a multitude of MFA programs in creative writing. An MFA's final product is based on practical artistic production--in creative writing, it would be a writing portfolio, such as a collection of poems or a novel--while a Ph.D. dissertation or even an MA thesis is a critical/theoretical work about literature. If you want to be a writer, go for the MFA. If you really want a Ph.D. you could shoot for a Ph.D. in English, but your research would be about literature, not producing a piece of literature.
