If you're referring to Boulogne-sur-Mer, probably a couple hours or so by train. However if you're referring to the suburb just west of the city, it's a short métro ride on line 9. http://fr.wikipedia.org/wiki/Boulogne

Depending on which train and what time of day it will be from 2.5 hours to 4.5 hours
