First you need to visit the Sec. of State and take the written test. If you haven't ridden before, get the booklet and read it, then go test.
If you have an H-D dealership somewhere close, and the time on weekends, sign up for the 'Riders Edge' program. They will supply you with a Buell Blast for the course and give you the knowledge (basic) to riding. The cost is, if memory serve correct, about $200. It's also given bt certified instructors of the MSF, which means you will not have to take the state road test. At the completion of the course you are given a certificate of 'satisfactory completion', which the state will accept in lieu of their road exam.
Should you decide to go it alone, remember that while on a 'learner's permit' you MUST have a cycle endorsed person riding within visual distance of you. Whether in a cage (four wheel vehicle) or scoot. If caught w/o the aforementioned, by JohnnyLaw, will get you a heavy ticket, bike impounded, and revoked permit AND possible suspension of your 'operator license'. They don't play.
Another suggestion? Once you get your endorsement, don't ever give it up at renewal time, even if you don't have a scooter at that time. The same holds true for any endorsements you may aquire throughout your life, because you never know when you may need them.
As a last note............Don't become a statisic, you are operating a machine that will take you life in a minute if you let it. Every scooter owner will, OR has had, a case of road rash.

hi,my son got his license 2 years ago this way:he went to sec. of state,took a test for a learners motorcycle permit,it last for 6 months,but you can drive with a licensed motorcycle driver with you on the road,you on your bike, him on his.then after you feel confident enough,call a testing center(they are in the yellow pages)and they will give you a date to come down and take your driven test

They are offered all over the state. Great class They also have advance classes.
