you have to understand that campaigning is for votes. You listen to one speech they are for the green, and in the next speech they are against green. it all about who they are talking to.
And when they make promises, which ones do they keep.

AS you can see from the other answers, to get votes. Why don't they follow through? We, the electorate, don't hold them accountable.

Because it gets them votes. If people stopped believing them, they would stop doing it.
