You dads Oscar has a serious bacterial infection. He may also be constipated, but certainly a bacterial infection as well. Do a big (50-75%) water change, clean the filter and remove the carbon. Treat the tank with Maracyn AND Maracyn 2 or Furanace for 2 weeks. Hopefully this will clear the infection before it gets too bad.

First, do a 50% water change to improve the water quality. Next, as far as the bloating, feeding is the worst thing you can do. Your fish knows he shouldn't be eating right now. Fast him for three days. Then feed him some thawed, frozen peas with the skins removed. This helps constipation. Feed him the peas for 2-3 days. For the sore on his abdomen, you can either use aquarium salt or a medication such as Maracyn or Maracyn-2. If you choose the medication, take out the filtering media out of your filter, otherwise, it will remove the medication. How big is the oscar's tank? Oscars can get very large and need a very large amount of water. On the average of about 50 gallons at least. So, you may have the poor water quality because the tank is too small to properly cycle all of the fish's waste. Getting a larger tank may help with this problem. Good luck to you and your oscar!

What you have is a bacterial infection. If i were you i would toss the fish, because it is most likely to die. A lot of people say feed it pees but they dont seem to think and dont realize that the fish is not eating so why would he eat something he has never eaten before. If you absolutely want to salvage the fish go to a fish store and buy some medicine. Bring it home, remove the carbon do a 50 percent water change, put in the medicine and accompany it with 20 percent water changes every time you put in the medicine. Most of the time when a fish is in such a bad condition it will not live. The point of no return is when you see it floating around or barely moving at all. Then you know its going to die so if you want to humanely put an end to it, just take it out back and chop its head off.... lol

If he is already bloated and has sores, it may be too late. Maybe you should suggest to your father a hobby that doesnt require him caring for living things!

Do a 50% water change, and then another 25% in a couple of days and again a few days after that. If there is an infection you want to make sure you purge it from the tank. Be sure you test the water before the water change to find out the exact water problem (for the cloudiness)! Do daily water tests until you stabilize the tank.

Check the ph and ammonia levels of the water. Siphon off some of the water from the bottom of the tank to clean the gravel and fill the tank back up with fresh water. Pick up some all purpose cure at the pet shop and put in the tank. The name of it is Met.....
