By Default all Internet times are expressed in either Universal Time or Greenwich Mean Time (GMT) I am not sure which. The timestamps include the time in UTC/GMT plus how many hours you must add/subtract to convert to your local time.

It will depend on what part of the world you access if your site is over the other side of the world it could be up to 16 hours behind. I have a friend in canada who i chat to and they are 14 hours behind our time in Australia

*NOTE: The date for the change from Standard Time to Daylight Saving Time
is different this year. It is Sunday, March 11th at 2:00 a.m. (local time).
In time zones which observe DST, clocks should be set FORWARD 1 hour
