I'll be starting school this fall for this career and looking to see if anybody has any experience here and can tell me the annual salaries, experience I need, and whether web design itself or graphic designer would be better.

usually this depends on how many works do they make in the year. This can be difficult to say because some can sy that they earn more and others earn lower. The best thing to do would be getting a jog first so you can get experience and also get in touch with someone that studies at the same school that you do. maybe he/she needs help to do somenthing and in this way you could get some experience because in the beginning it might be very hard to find something that pays well.

By freelancer I assume you mean self-employed. This will depend on your motivation and what you want to do in life. You want to work all the time you can make as much as you want. You want to make a medium income and play some then you make $30,000-50,000 I would say. You want to just make ends meet then you make $20,000.
Example; I know a foot Doctor. I think it called a "Podiatrist". We were talking and he said he loved to play golf. This what he enjoy and like to do more than work. He would sit down at the end of the year and do his math homework. He said, "If, I made $50,000 last year and come short of my Retirement goals, I figure what I need to make the next year and add that into my work hours. IF, I make $80,000 and realize $65,000 is enough, I cut my work hours and head to the Golf course". I liked his way of thinking and do the same. I make my money goal for the year and then adjust my work hours +/- for the next year. So, think this way, know what you need per hour and for a monthly maintenance fee and then try to obtain the number of customers to meet your goal. IF, you see your retirement funds, or, budget for car, house, utilities etc. did not meet your goals add more customers. IF, you go over your Budget, then do not add more customers and keep what you have and hope a few drop you. You NEVER drop your customers because you make too much, just do not take any more on.

An experienced Web Designer can make $65-$85/hr.

You need to rethink all of your plans if you are under the impression that freelancers get a salary.
