how did we catch Tojo but not Hitler?

Hitler would have certainly been caught if he had not committed suicide very shortly before troops arrived at his bunker.

The U.S. didn't catch General Tojo. The Emperor of Japan surrendered His country to end the war. Hitler did not surrender. He commited suicide just before the Russian Army entered Berlin. After which the Nazi generals surrendered to the allied forces.
