Loose ball is one that no body has complete possession of the ball. Loose ball violation is when there is a loose ball, one team member tries to unfair gain advantage of getting the ball from the other team. ie reaching over the back of the opposite team player, pushing the opposite team player, etc. The penalty is turnover. If the team is in foul trouble, the other team may even get the two penalty free throws.

Actually, It's called a Loose Ball Foul. It's a personal foul that occurs when neither team has possession of the ball. For example, if the ball is knocked away from someone and two players both go after it, if a foul occurs during that , it would be a loose ball foul.
