I know this is really stupid, But does anyone have a picture tool that can fix this pic for me and make the forehead smaller

your forehead is fine. it doesn't need changing.

It would be better to have the picture re-taken. The proportions look okay to me. The eyes are supposed to be halfway down the head, and they do appear to be there.

Re-take the picture using any or all of the following:
1. Have the model's hair covering a bit of her forehead.
2. Have the model in a different pose, not looking down. A profile would work.
3. Instead of a wide angle to normal lens, use a short telephoto lens. It will not distort proportions.

Really, to take that photo and crop out part of the forehead will look silly.

the picture has really low quality...so it is truly useless to try to modify it....plus, there is nothing wrong with your forehead...if you have a problem with it, get bangs...
