It is fisher island. It's so restricted that it's like another city inside Miami. They have their own banking system, private airport, shopping centers, etc. The only way in or out is by air or by sea. It's located near star island on Biscayne Bay and the ferries depart to the island by interstate 395 nearing Miami Beach.

A good guess would be Star Island. One of Trumps mansions is not far off from the place.
