In the US ? Home Depot or Lowes when in season. At Walmart and stores mentioned above; you could buy soil test kits which help measure more than just pH level. Measures nutrients such as potassium and nitrogen.

Although very simple, you really don't have to adjust too much on your soil on a yearly basis as most people use some type of fertilizer anyway. The pH level only needs adjusting and I do mean maybe every 3rd year. A few things which may alter the level is poor drainage area and trees in close proximity. Trees alter soil levels and you may have to adjust every 2nd year.

Try your local garden supply store. That's where I get mine. Also, your local county extension office will test your soil for free. You will have to provide the sample (of course) and take it to them, but they also will provide you with the Nitrogen, Phosphorous and Potassium levels. The extension office should tell you how to take the sample, how much you should take in and usually after the results are in, how to correctly amend your soil

Check at Farm Bureau Co-op; if they don't have it, I bet they can find one for you.
