In terms of greeting strangers Texas, in terms of culture, museums, free concerts and just seating on a park and read Washington DC
In terms of a country I would have to say Indonesia and Cambodia.

In terms of warmth and hospitality - Puerto Rico, my homeland. In a study a few yeas back Puerto Rico was the "happiest country in the world."
