For some stupid reason i can't figure out what this word is. When the government controls the people and tells them what they can and can't do. You know like in the middle east. What's the word for it.

No. Communism is an economic system. The word you are looking for is dictatorship, autocracy or tyranny.

Totalitarian - of or being a political system in which those in power have complete control and do not allow people freely to oppose them: a totalitarian regime/state

Elective Dictatorship - a government which is elected but which has won so many votes that it can do what it likes.
