I am just an ugly duckling, and would love to have someone help me figure out what I can do to get prettier.

You look pretty to me. You have nice eyebrows, it appears as if they are plucked and shaped very well. You have good skin. You also have nice facial features: eyes, nose, lips etc...
If you are looking to spice it up then there are general things one can do.
1. Get a New Hairdo (layered, permed)
2. Get a New Hair color
3. Wear some makeup
Without knowing your style or personality you might look more dressed up (not better cause you already look fine, just dressier/fancier) if you:
1. Layered Hairdo
2. Brown/red hair color with lighter highlights (just a few)
3. don't seem to need coverup/foundation from the picture
maybe some lipgloss, mascara and eyelash curler
Even some crazy eyeshadow: on the eyelid goes: color 1/color 2/color 1 Where Color 1 is on inside of eyelid and outside, color 2 is in between. That's a nice look. Maybe greens and browns would be nice colors or peach.
4. Earrings. The flashier the better. Big thick hoops or ones that dangle.
Hope this gives you some ideas. You already are pretty so maybe you just need some self esteem activities instead.

Honestly, you're very pretty. My only suggestion might be to give your hair a bit more life, like layers or using a volumizing shampoo.

put ur hair down get some highlights put a lil lipgloss on get some mascara and get some friggin confidence

You should get side-swept bangs and also add layers your hair to give it more OOMP! I also think you would look beautiful with brunette hair.
