History will view the Bush Presidency as a number of things;
1. a sad indictment on both the apathy and disinterest of the American people
2. the beginning of the end of the American Empire
3. the period of time where the world most needed the international community to take a stand and it failed to do so

Presidential IQ's are not known with the exception of
Jimmy Carter (176). The Lovenstein Institute has made assessments of the IQ's of U.S. presidents since 1973. President Clinton was assessed at 182 (Highest ever). President G.W. Bush... 91. (Yes...the lowest.)
NO THEN.
(Maybe he's just a fox lying low.)

Bush is cuddly and loves shiny objects. We play for hours every day! The jury is still out on whether the little guy is a genius, but I kinda like him. He is even starting to remember things better now...not like before.

No, he is not a genius, but then no president in my lifetime has been. History will view his presidency as above average despite his low aproval ratings now, much like Truman.

He is not a genius, but he is not stupid. (Trivia: Bush and Kerry both attended Yale, at about the same time; which got better grades?) Bush will be remembered for the success of the tax cuts, the failure of Social Security reform, advancement of international trade, and (too much!) on the war in Iraq.

I truly understand your question and why you're perplexed. It is a little known psychological phenomena.
Sometimes someone is sooooooooo stupid that it is difficult to believe the extent of such stupidity and some people would actually think they are smart, genius even!
I call it bounce-back thinking. Similar to being hurled against a fence at great speed. You hit the fence and bounce back in the direction you started from.

I've no idea as to how smart he is but I don't think he's as dumb as some would have us believe. As for how history will view him, here's a clue. History is written by the victors. In my opinion, not that its worth much (2 points) I don't think Bush will get a fair shake until years down the road, if even then.

As responsible for what will be 30000+ american casualties of the worst foreign policy in the history of our great land.
The president who misused his power throughout his 2 terms.
Used as an example of how congress needs to beware of the dangers this man has and the devastation he can cause.
Hes the worst of people, in that he uses peoples lives, and asks them to do what he could not.
Now had Bush valiantly fought in Vietnam, or did anything worthwhile in Vietnam, then his actions as leader of our military would be compleltely different.
But in the manner he chooses to disregard the safety, and best manner to use diplomacy, combined with his cushiony deployment in Vietnam only supports the level of patriotism he has,and the manner he regards our military men and women

If idiocy was a science he would be a genius.
He's not as dumb as he seems, he's devious that is usually a sign of some intelligence. He seems to have never learned or forgotten that everything that you do carries a consequence, and sometimes there is hell to pay. Or he's never had to pay himself.
I find it interesting that those who like him think that he sticks to his guns, and that takes guts. or something similar.
I think however that if you do something that hurts or is foolish only a fool continues to do it, just because it was your idea.
