Because it is not polite for a woman to lift her leg in public and it also dates back to the earlier times of riding side saddle on a horse. It's the ladylike approach and it's only sensible that a woman step over rather than straddle a bicycle. It also determines the difference of which is men's and which is women's. Sort of like left sided and right sided button down shirts.
