It depends on what country your trying to get in to.

If your applying for a tourist visa here in the USA you should have at least :

You have sufficient financial resources to support your stay.

You have a residence outside the US and will return to your home country after your stay in the United States.

You may stay up to six months. After six months, you may apply for an extension of stay, generally for another six months.
And you also have to prove that you have property of livelihood in the Philippines that you can't leave.

i prove all of the above when i first came here in the USA. i have 6 months tourist visa that was 2000

Tourist visa is issued by the embassy of the country the person wants to visit. The Philippine government doesn't make that hard for their own citizens. In fact, they'd just as soon everybody leave and go somewhere else. Some countries make visa difficult for the filipino because everybody knows they all want to leave philippines, not just for a visit but, for good to earn money from abroad.

If you wish to go to Hong Kong or Singapore, you don't even need a visa. If you want to go to other countries, go through a travel agency. They will arrange for you to get a visa along with the 20-50 other people who will go on the tour. (BTW - it helps to have a bunch of visas in your passport because it shows that you always return home).

It depends where they want to go.

Europe = no problem if the sponsor has a high enough income.

USA = difficult, but who would want to go there anyway??
