I'll give you two reasons:

1) the money a government prints cannot exceed the financial resources available in that country. You can't just make extra money, even for research. It'll screw up the whole economy in a very bad way.

2) When a government gives money for research it comes with a world of conditions. First, the government tends to want financial returns on its investment. At the very least in terms of boosting the economy. Second, there are ethical concerns that a government must consider for political reasons that private organisations and individuals may not take issue with when donating money. Think of all the issues with stem cell research. Fund raising allows research facilities to rely less on politics and more on people who share their views.

Printing more money lowers the value of it.

How about getting rid of welfare for the able-bodied bums and deporting illegal aliens who are a financial burden and the reason so many bums are on welfare in the first place? What about those funds?

Because then the value of money would go down; money in paper form is useless, it is the gold that it represents that makes money worth anything.
