You have a damaged lug stud.
Heres a link to a website with an explanation and a video for how to replace it. Can get a replacement stud (bolt) at any auto parts store.
http://www.expertvillage.com/interviews/lug-nut-replacement.htm
You can drive on it temporarily but must repair it asap.

The part you need is called a stud. It is pressed into the hub on the front rotor. Go to an auto parts store such as Advance, Pep Boys etc and tell them you need a stud and new lug nut for the front rotor on your can. Be sure to give them the model and make of your car.
It's reasonably safe to drive the car with four lug nuts but for the added safety, you need to get the fifth one replaced in a fairly short time frame.
Be very careful in removing the old broken stud as you make bend the flange on the rotor. A hammer and punch will do the job with a little care. When you get the new one, place it behind and sticking through the rotor. Put five or six large washers on it and pull it into place by tightening the new lug nut against the washers. After getting the new stud in place, remove the nut and washers and all is well.

the part that broke is called a stud , and can be bought at any auto parts store along with a new lug nut . normally they can be replaced fairly easily,
remove the brake caliper, then remove the brake rotor and brake pads ,which will expose the spindle and hub assembly where the studs are. normally there is a relief ( notch cut out on the back side of the spindle for just this kind of problem). rotate the spindle so that the broken stud is over the relief and knock it out with a hammer and punch.
push the new stud through the hole and use the hammer and punch to drive the new stud back into place .reassemble the rotor and caliper and brake pads put the wheel back on and torque the wheel to the manufactures specs .
after driving it for a day or two re torque the wheels to assure that the new stud is completely in place.

You will probably be perfectly safe driving on four lug nuts until you can get the broken lug bolt replaced. Make sure the other four are tight and stay that way, but no so tight you warp your brake rotor or break off another lug bolt. Your dealer or any good garage can replace the broken stud for you and torque the lugnuts to the proper setting.

The wheel studs can be bought at any good auto parts store.
Pound out the old one.
Install the new one by tightening a lug nut facing backwards onto the new stud without the wheel on, and someone holding the brake pedal.

It is called the Wheel Lug Stud. Here is a photo of one for the '99 Toyota Rav4: http://info.rockauto.com/RB/Detail2.html?http://www.dormanproducts.com/images/items/hwrap1/610-266-B.jpg
It costs about $1 and just presses in from the back. Most any repair shop can install it for you in a few minutes.

Well, I think it might be pretty safe to drive as long as each lug nut is torqued on to the required amount. But, I wouldn't do any long trips with a bolt missing. You can get a new one from your dealer which is the best option, but since it's a kind of random part to order, it might have to be specially ordered, but they might have it at the repair center at the dealership. I highly recommend getting the new bolt from the dealership and having them install it for you too, because they know all of the correct specs. for the particular vehicle. E-mail me back if you have any further questions.
Good luck!

It is the lug bolt. Go to Auto Zone or a parts store and buy the lug bolt for your vehicle. You take the tire off and then the drum off. With a good hammer know the old one out and knock the new one in. Really easy. And while you are at it inspect your brake pads.

You can drive it with four lugs intact but I would be concerned about the ones that didn't break -- sounds like you two over-tightened them so the may ALL be on the verge of snapping!
