Not bad, I can do 10.4 though. Just keep doing the track and build up your endurance and leg power. Also stay away from too much water before the run. WORK WORK WORK the legs and hip in the gym...just push as hard as you possibly can.
One thing you have is YOUTH, so it will only get better for because your strength is not peaked yet.

Do some serious training. There is NO such thing as too much.

Depending whether you are an XX or XY, the answer will be different. If you are a girl, then that is good. But if you are a boy, you can be better. The way to get faster is based on techniques of starting, for example master your start off the block just as the run is started by the gun/whistle/etc. Also, watching reruns of Olympic 100M runners would be a great boon ! Good luck!

I am a manager...... for track that is a great time and you just work out and condition really well and try your hardest.
