my kids where takineged due to katrina knocking out my home not due to anything i did...we where told we will never get them back me and my hubby[we is my only hubby] would still like to rise kids.

There must be more to your story...you don't get your kids taken away because of a hurricane...you aren't telling us the whole story.

Ok,.. let me try to understand what you're asking,..
Your kids were taken by some agency during the aftermath of Katrina. You and your husband are trying to get them back and the courts have ruled that your kids stay put,... 'you can't get them back.

If I got it right then:

First of all, your question implies that you're not allowed to HAVE any more kids, but the details you give support a different "question".

Did "they" TAKE your kids from you during Katrina or did they FIND them?

Now that you and your husband "are back", are you able to CARE for your kids?

Are you sure that "they" said that you could "NEVER" get your kids back?

Looking at the "wording" of your question I suspect that there's much more to this than we can derive. You need a Social Worker to help you get started. I don't think you're going to get very far here.

Unless you are a currently incarcerated felon, no. And maybe not even then.

Having children is one of the fundamental constitutional rights recognized by the Supreme Court. There are very very few circumstances where a state can restrict that right.

Now, if the state determines that you are an unfit parent, then under certain circumstances (and following due process), they can take your children away, even new children. But they cannot stop you from having them.

I agree there is more to this story you don't get your kids taken for this type of tragedy. If you really like some help tell the whole story.
