My son wants to play on neopets.com, they say I have to be sure cookies are on in my browser...I do not understand.

In firefox
select tools
then options
in the popup window select the cookies tab
put a check in "Allow programs to set Cookies"
In IE
In Internet Explorer, on the Tools menu, click Internet Options.
select the privacy tab
adjust the slider to medium or low
In point of fact you are probably already set to allow them. Try using the site and it will complain if you aren't

It will be shorter if u enter that question in your browser and open the webpage for the answer...You will receive many COOKIES during the day from websites,,,,etc that u use during the day.. They come automatically...most of them are harmless although i delete all cookies at the end of the day
