to pick up a prostitute you need to have a little sex appeal. the best way to do that is to get a decent car and any clothes other than the ones you start with. once you have this just drive up next to a prostitute and honk your horn (L3). the prostitute will propisition you and all you have to do now is answer yes.

Get a nice car. Then roll up alongside female pedestrians and stop. If they're soliciting sex, they will ask you if you're looking for a good time. The instructions on the screen will say press Right to respond positively, or press Left to respond negatively. You would press Right, and then she'd hop in the car. Once you stop the car somewhere private, then the deed will get done.

You have to drive up buy one and honk and i think you have to push a button.
