While there is always a possibility of being admitted to a Masters program in philosophy with only a minor in the discipline, it is considerably more difficult to gain admission to a decent graduate program (even a terminal Masters program) with a major other than philosophy.
This is because graduate programs expect applicants to have a high degree of familiarity with the discipline (particularly in terms of methodology), and only a good number of upper level undergraduate classes (more than are usually required of a minor) can provide this sort of preparation.
If your heart is set on a major in political science, and you definitely plan to pursue graduate study in philosophy, I strongly suggest a double major in philosophy.

You can definitely get into a Master's program in Philosophy even if you did not major in philosophy in college. Professor X's comments may address the absolute top schools, but the absolute top schools don't admit people interested in a terminal Master's program so it is not really relevant to your question.
If you do really well in your chosen major AND you show that you are very interested and well read in the area of your chosen graduate study then you should do just fine.
However, if you are interested in pursuing a PhD ultimately and want a chance to get into the absolutely best Philosophy PhD programs then you may want to consider a major in philosophy.
Depending on the type of philosophy that is of interest to you, by the way, a major in political science may be very helpful and that could serve as a plus to you and help you stand out in the crowd.

in case you have a plan then why are you asking? truthfully, those progressed ranges are a complicated slog, so which you no longer in basic terms could artwork complicated, yet artwork sensible. Your significant is geared for the regulation degree. enormously easy. the two for that or a masters in Public administration (or a like credential). in case you pick an MBA, you will desire a minimum of a minor in agency administration. i could advise it, yet no longer against Biology. maybe you need to upload the Biology on your significant and %. the two Political technological awareness or Philosophy for the different significant, with agency administration for the minor. it particularly is extra stable, yet you would be smarter once you're achieved, and so plenty extra nicely versed than maximum undergrads in any significant. you need to %. *the two* Political technological awareness or Philosophy as a significant, determining on the extra perfect branch on the college of your decision -- plenty much less artwork and inline with progressed ranges. I continuously advise with college to start on the purpose and artwork backwards. maximum scholars don't have a clue and are going the different course, at significant time, attempt, and rate. stable success!

you can enter any master's program you want, however there will be a few extra classes you may have to take if your undergraduate's degree is not in that field.
Also, what may be confusing sometimes is that every university has different requirements for a specific master's degree. You should ask what the requirements are before you apply.
good luck
