you can fix it yourself but to get help from the answers crowd you have to include more info. what is the year make and model of the car? can you see any screws/bolts sticking out or anything? what is the attachment method used to put the bumper on in the first place? (check the other side)
more info will get you help...doesn't sound like a major repair though.
and oddly enough, i'm the only person who thinks you can do it! lol.

well like some of the people answering this, if your a woman, let the pros help, if u have a boyfriend or a dad or something, let them do this for you. depends on how bad it is... you could bolt it back on, but i dont know what your bumper looks like, so ask your dad or brother or a car guy
