It usually means that the legs and/or sleeves on a piece of clothing are shorter. Dresses would have a shorter hemline, and maybe the waist of the dress (between under the bustline and where it flares out for the hips, for example) would be shorter in comparison to a dress that isn't for petites. The actual waist measurement of the item should be similar, though- it usually just means it's proportioned for a shorter person.

It really depends on the designer. Many are misinformed and believe that petite is smaller than size small (size 0 or smaller). What it really means though is that it is designed for a woman who is 5'4 or shorter who cannot fit into regular women's clothing without a ton of alterations being made on the clothing.
