It means "Dead on Arrival" -- but the song is not using it in the usual way.
Suppose a person is rushed to the hospital by ambulance, but is dead by the time he arrives there. He will be noted in the records as DOA -- that is, dead on arrival.
That's where the phrase comes from, and that's the most common use.
