D. The only way to make the law constitutional would be to amend the Constitution.

Well, what does the Constitution say. Start with Article VI, which states the Constitution is the supreme law of the land.

Does anything in the Constitution allow the President to ignore the Supreme Court? Does anything in the Constitution allow Congress to override it? Contrary to what some people say, the answer to both of these is no. Article V is the closest, which sets forth how the Constitution may be modified (not overrided).

As to Executive Orders, they have the same force and effect as administrative regulations -- less than treaties, and less than laws passed by Congress.

That should give you enough information to answer the question.

Some blue laws are outdated and outrageous. They give unfair advantage to neighboring states that don't have them (buying alcohol and cars on Sunday).. My state loses millions to Mass and Conn by not allowing many sales and Casino money. What do I care? Our taxes are higher than both states and we're getting pinched.
