Oracles were largely connected to enthnogens (psychoactive narcotics used as part of a religion). So if someone was high and wrote on wikipedia and someone read it, then yes it would be a modern oracle.

If it is, it is a very flawed and somewhat biased oracle.

No because it does not tell the future. It is only a source of information.
