I'd say educational Movies... Like Dora the Explorer, Blue's Clues, Little Bill... etc...
For fun and at the same time Educational, I'd suggest:
Robots, Toy Story, Cars, Finding Nemo, Monsters Inc., Happy Feet, Over the Hedge, The Wild, Madagascar, Ice Age, Open Season, Wallace and Gromitt, anything and everything Disney Pixar, and Dreamworks Animation... And don't forget The LION KING!!!

The MOST popular movies for little boys has been:
"There Goes A Garbage Truck" and "There Goes A Bulldozer" (by Dave Hood).
My son and many others watched these over and over again. They also have "There Goes A Motorcycle" and "There Goes A Monster Truck".

If you have access to a decent rental place, I would stick with some tried and true non-commercial flicks. Old Bugs Bunny, the land before time series, Thomas the Tank Engine.. The disney and pixar ones are well made and fine BUT tey certainly all have teh toy tie ins and thats just not reight at 2 years old letting them think every time they enjoy something they need to buy buy buy.. but thats just me. :)

Stick with the classics. The three year-old I babysit is absolutely in love with The Wizard of Oz. Anything you loved when you were little is great for kids, because it's something different than what they see every day.
