3. empty 7 jug
4. pour remaining water in 11 jug into 7 jug
5. refill 11 jug
6. pour 3 from 11 jug to 7 jug
7. empty 7 jug
8. pour 7 from 11 jug to 7 jug
9. 1 quart remain in 11 jug
