It works this way:

1) Congress sets the date for the entire country. All states using Daylight Saving time must start on the Second Sunday of March and end the first Sunday of November, according to the Uniform Time Act.

2) Individual states can choose to opt out, but they must do it for the entire state. Arizona and Hawaii are currently the only states that do this. Indiana used to, but decided to join Daylight Time in April 2006.

3) The final decision rests with the US Secretary of Transportation, who has the authority to override local lawmakers who want to alter their time zone preferences in ways that would be deleterious to commerce. The Secretary permits the Navajo Nation reserve in the northeast quadrant of Arizona to switch to Daylight Time, even though the rest of the state does not.

Here's an interesting example of the clash between Washington's authority and reluctant locals: When Indiana went to Daylight Time in 2006, the Secretary moved a few counties in the northwest corner of the state to the Central Time zone from Eastern Time.

One, Pulaski County, 75 miles southwest of Chicago, didn't want to go. When Washington refused to listen, local businesses and even municipal government told employees to start showing up for work at 7 a.m. "Central Time," which was really their same old hour, eight o'clock Eastern.

This year, the Secretary finally got the message, and officially approved the transfer of Pulaski County back to Eastern Time. Its clocks officially went ahead TWO hours last Sunday morning (although of course most people had already made the switch informally).

i heard today on the news that everyone changes except arizona? does that seem right? i remember indiana didn't go daylight savings time, but, i think they changed that. hope that helps a little!!!!
