It has been used by some to refer to housing for those with low income.
A group of buildings were put up for a rentals & some one called it a project & I guess that they just got stuck being called projects

Projects are an area temporarily taken into the care of the government, either to build them or subsidize the living there or both.
To live in the projects, you have to prove financial need.

When you are asked to do a certain thing which involves a number of tasks then that is a project

Do you mean the place where some people in certain parts of America live? I have heard, in programmes, places where prople live ( in New York, I think,) referred to as the Projects.
