It has been used by some to refer to housing for those with low income.

A group of buildings were put up for a rentals & some one called it a project & I guess that they just got stuck being called projects

Do you mean the place where some people in certain parts of America live? I have heard, in programmes, places where prople live ( in New York, I think,) referred to as the Projects.
