As a small part of the overall diet, no big deal.

The problem is that all members of the cabbage family are short in key nutrients that can lead to a dietary imbalance. This includes cabbage, cauliflower, broccoli, Brussel sprouts, etc.

I have a russian tortoise as well and I feed him steamed broccoli once in a while and he loves it. In the book that I had bought about russian tortoise, it says to cook the broccoli first then let it cool down before you give it to him.
