Actor. Sacha Noam Baron Cohen plays Borat, Ali G, and Bruno (from Da Ali G Show). He also did the voice of King Julien on Madagascar. The state of Kazakhstan has issued a press release basically stating that he is an actor and does not represent their country.

Because Cohen is so dedicated to his work, he stays in character when doing a project. This includes any promotional appearances, which is why so many people assumed he really was a reporter.
