Your information is out of date. The entire state observes DST as of last year. Some parts observed DST long before that.
They were allowed to because the Federal law says that any state that is divided by into two time zones can choose to not observe DST.

All of Indiana is on Daylight Time. All clocks in the state were turned ahead at least one hour last night.
In Pulaski County, which also switched from Central to Eastern Time zones overnight, the change is two hours.
P.S. Personal aside to "Blinking" and "Just Try": Isn't it amazing the number of other people who contribute answers to questions like this, with no idea what they're writing about!
