You format a hard drive

Once you format the Hard drive, everything will be gone

I advice you NOT to do this, since you have to install everything back again and you will lost everything: data, files, and programs

No, internet explorer is installed by default with Windows (although you should update it, or download an alternative browser such as Firefox or Opera).

As for your internet connection, it totally depends on your type of connection, if it's dialup - then yes you'll need to re-enter your dialup connection settings as formatting wipes your computer practically clean. If you're connected through a router, then often your computer will determing the settings automatically.

No you don't. Once you install your OS, IE is installed for you automatically. You may need to update, but you'll still have it.
