Who started daylight savings?

And why do we have it? I mean why, is it really neccessary?

I didn't do it! Don't look at me!

Seriously, I don't know whose idea it was, but the purpose is to save electricity. I suspect it was started during one of the World Wars.

I did but then i changed my clock back I DONT WANT TO LOSE AN HOUR!!!
