If you're looking for something that will stay small, I'd say a otocinclus cat (about 1 1/2 inches) - they will also clean decorations & plastic plants. These should only be added to a mature tank.

Otherwise, I say get another (smaller) pleco (bristlenose). Or snail.

30 gallons! That's a pretty nice tank! I had Neon Tetras while growing up. They are a delicate fish and require extra attention to maintain because of this. I tried mixing them with other varieties of Tetras, Guppies, Sword Tails, and various other species but I found that they survived a lot better with their own species. As for other varieties of Tetras (like, I believe Glow Eyed Tetras), they did do okay with other fresh water fish. I recall mixing Black Mollies, Catfish, Zebra Daniels, certain Angel fish, and a few others that worked out okay. But, do not mix Goldfish or Coyefish with them. Fresh water snails are okay too- they help clean the algae off the glass and are too slow to attack the fish (keep in mind though Cat fish and snails may also eat eggs if you want to try to breed your fish). Rocks, live plants, and artifical caves are another way to help reduce different fish species from attacking each other.

Whether you can get any more fish and which kind and size would depend on how many fish you already have. That said, bottom feeders really are the only type of true herbivore you could get. I would suggest a cory as they stay small at only around 2 inches.
