You know that India is divided for admininistrative purposes into States (inclusive of Union territories). Each State is divided into Districts.; Districts into 'Taluka's, 'Talukas' into 'Tehasils'. You can consider 'Tehasil' as the smallest administrative unit of the country which is administered by an individual designated as 'Tehasildar' who has some amount of judicial powers also. It has no other name that I know of in my State. It is one step below the rank of Asst. commissioner who is the administrative head of Taluka.

It is an important post in the Revenue Administration of the State Government. A Tahsildar is in charge of administration of the Taluk. For your community certificate, Nativity certificate, ration cards and everything you have to go to him. It is an all powerful post at the Taluka level and vital link between the Government and the citizens. During any natural calamity or Law and Order problems, he is the one manages the situation on behalf of the Government.
In Tamilnadu, the Revene hierachy is as follows:

State > Districts (Collector) > Revenue Divisions (Revenue Divisional Officer) >Taluk (Tahsildar) > Firka (Revenue Inspector) >Revenue village (Village Administrative Officer).
