When the room temperature rises about 75 degrees, the fan gets quite loud. Would a new fan help or is this just a consequence of buying a cheap desktop? Replacing it seems like an easy job that I could do myself - or should I leave it to the professionals?

Well grasshopper. I see another one who has not found the promised land or in your case the promised sites. Check these out.

Anyway, basically take the plug out. Open the side panel. Now her is the tricky part. If the fan in on your CPU that you are replacing, it will have two straps on it. Now depending but you will need a small phillips screwdriver for the four corners of the fan. I have two computers. In the old one it slipped out after taking the two side clips off. In the newer one where I got the tech to look at my computer he had put in a new fan. Did not cost me anything and I think he did not know what he was doing too. Anyway, I gave the poor guy $20 since he was not going to charge me. I know they run around $15. Anyway this was a screw on type. But just note what you do and how you take the fan off. Then when you got it off. Make sure you take the fan connector GENTLY off. Go to your computer store and get one the same size. Also to the rear of the case like mine I could put a 100 mm fan there as it has four holes to put one there. Check yours out and try to get a little extra ventilation going. It will not hurt and that is for sure. My HP is a cheapie too, but the fan is super quiet on the new and old one.

FIRST, TRY THE ABOVE!!!

If that doesn't work then:
I would recommend that you try to keep your computer in a cooler area. If the temperature is too high for the fan(s) to cool down the processor, it could burn out. You could install a quiet fan, but the odds are, they run at lower speed. They are easy to replace, just make sure you know what size the fan is, if you decide to replace it, AND what type of power connector it uses. I f the noise is really an annoyance and you can not keep the computer at a cooler temperature, you could buy sound proofing for your computer to dampen the sound. If you replace the fan, the odds are that you are going to either get a fan that is just as loud, a fan that isn't fast enough, or pay a fortune for one. You could also install an extra fan to compensate.

There is ANOTHER option, but I would leave this one to the professionals. You could install another cooling system, such as a liquid cooling.

ADDITION:

If you DO change the fan, DO NOT unplug it! Leave it plugged in. If there is a switch on the back of the computer, turn it off before working with it. This will keep it grounded, while reducing the risk of harming the computer components. If there is NOT a switch on the back, ensure that your computer is plugged into a surge bar or power bar and turn it off. your computer will stay grounded even if the power is off, but it will not recieve power!

What causes the fan to make the loud noise? Could be the wires touching the fan blades? Could the dust accumulating over the time? It could be anything. Check it out first, before run out and buy one. There are at least 2 - 3 fans in a system. One is face rear, in the power supply box, one is on top of your processor, one custom built system, one will be on the side panel, this type normally have neon light built-in.

I would recommend unplug all the cables, take the computer case outside the door (NOT indoor), buy a can or 2 of air compressor, open the case, blast the air with short schoke at those opening ventilations. NEVER shake the can, it filled with cold air in it, your hand could get cold after a while of using. Plug everything back in, don't put the cover back in yet, if the noise is gone, you're good to go, put the case back in. If the noise is still, try to listen where does it come from, so you can buy the right one. If the noise came from the power supply box, then you would need to buy the whole power supply box. Make sure you buy either the same voltage or higher. It's not that hard to replace it anyway. Just take time.

Replacing a fan is quick and painless, the only thing you need to concern yourself with is what type of socket is on your motherboard.
Most factory built machines cheap out on the CPU fans, why I'll never understand. Lucky for us all there are companies like Zalman and Thermaltake that make decent easy to install after market units.
As already mentioned by someone, the larger the fan, the quieter it generally as a rule is.

larger fans are quiter. but if you must get the same size, thermaltake has a quiet series fan

You didn't say which fan it is, but i'm assuming it's the CPU fan. It's temperature driven, so it speeds up the hotter it gets. Before trying to replace it, I suggest blowing out the dust inside the case and in the heatsink. This will cause the fan to think it's hotter than it really is if there is dust build up.

I have a Dell with a bad fan. I haven't replaced it yet, but our computer guy at work said sometimes the cheaper Dells have the fan built into the motherboard. If this is the case, the fan can't be replaced.

Replacing it is easy. You can use a larger fan to reduce noise. Also look at getting more fans to help cooling.
