You might be able to get a Mustang GT for under 25K if you get some incentives or a rebate.

Mustang with a V8 if you don't care about gas. Impreza if you don't mind expensive repairs. Cobalt SS would be my pick if you don't mind FWD. It's fast, gets good gas milege and is cheap to work on. Brand new they run about 24k.
