Or was that just an excuse to discredit Clintons policies? I thought it was odd that they were saying it well after 9/11 and after all the job loss..

It really depends on your ideology. Democrats will deny to their dying breath that there was a recession before Bush took office(since everything bad that has happened since 2000 is obviously Bush's fault). Republicans will maintain that the economy was slowing during the last couple of years of Clinton's administration. Whether you believe in tax cuts or not, the aim of them was to head off the recession. Any economist will tell you that the way to end a recession is to pump more money into the economy. Bush (along with most Republicans) felt the best way to do this was to put more money in the pockets of the people with tax cuts.

Personally, I believe the economy was coming down off its peak beginning around 1998. It was a major point of contention during the 2000 election. 9/11 was the big shock that pushed the economy over the edge and began the recession in earnest due to the loss of jobs and revenue in the aviation industry.

Yes, but not before Bush took office. The recession officially started in March 2001.

It has nothing to do with Clinton. The Fed giveth from 1997-1999 and in late 1999 and 2000 it tooketh away.

Their were signs of a recession when Clinton was still in office. It does not matter when "they" say it....whoever "they" are. Just go back and look at all the economic indiacators (stock market, unemployment rate, etc) during Clintons last year.
