You may have accidentally enabled the ability to display web pages on your desktop.

From your Control Panel, double-click on the "Display" icon then:
1) click the desktop tab
2) click the "Customize Desktop" button at the bottom of the window
3) click the "Web" tab of the resulting window
4) deselect any items that might be selected in the "Web pages" section that is displayed.
5) click the OK Button
6) click the OK Button
7) check whether your desktop image is now displayed.

Good luck!

What version of Windows do you have? It might either be a flaw or the way the file is stored.
