Some are as large a tennis balls. Too large to be beach glass?

Could you give some more information please? Where along Lake Erie? How blue is it? Is it shiny, transparent, translucent or opaque?

My guess is that the rocks aren't actually blue but are encrusted with a strain of blue-green colored algae that has been a huge problem in Lake Erie. Excess amounts of phosphorus in the water is causing large algae blooms and many of the rocks on the shoreline become covered with this algae giving them a blue color. If this doesn't fit what you are seeing more info and/or maybe a photo would be helpful. Try taking one to a local rockshop, a geology teacher at school or maybe the geology department of a university if you have one nearby.
