Free websites are available through a few providers, e.g. Geocities (a Yahoo division), they have an online pagebuilder you can use. There's also Google Pages.

Geocities will place ads on your site, and so will most other free hosting providers. I don't believe Google Pages does at the moment, but you won't be building any really sophisticated websites with these free providers. To do that you need to learn HTML, or preferably scripting languages like PHP or ASP.

Use Piczo or HF4L (Host Free 4 Life) or Tripod search for free website providers in Google (or any other search engine)

If you want to use a program use Macromedia Dreamweaver or do it by hand by using WordPad.
