Because if you follow that rule you will make less typos by 90%. In words that contain I and E both, the I will come before E 90& of the time. Except after C, where E will most likely come before I.

The saying goes " i before e except after c, or sounding like a as in neighbor or weigh. There are still exceptions. Boy am I glad English is my native language. Only 80% regular.

Because if a word has a c in it, an e must follow the c instead of the i . As in received. In the English language there are always exemptions to the rule.
