The scrap bag is held on the sewing table top with a pin type cushion(?). I have also seen a rectangle filled with rice. The bag opening is held open by something(?) to allow you to drop threads and/or tiny scraps instead of a regular trash can. Have you seen anything like this?

I would just sew a rectangular bag or tube shape and add some boning to the hem in the top to hold it open. Add a loop or a handle, and you're done- that's what I did for my plastic grocery bag dispenser.
