POP3 stands for Post Office Protocol (version 3) which you configure your email application to connect to, and download your email messages from.
SMTP stands for Simple Mail Transport Protocol and is a similar protocol which is for sending email which can be downloaded by the recipients that connect their email application to a POP3 (there are other protocols too) server.

The servers are the "gateways" through which your email is directed.
You have both a sending function and a receiving function.
For example, you would enter the addresses like this:
pop3.sbcglobal.net
smtp.sbcglobal.net
into the designated areas of your Outlook setup
An easy way of finding out what they are is to simply enter the phrases into a Google search bar. You'll get a huge number of hits that you can explore at leisure.

If you are trying to use Outlook Express, you must pay for the better service. I might suggest you get a free hotmail account, and use Windows Live Mail Desktop.
But to answer your question. Got to Google, type that question, and you can select.

I usually google "What are the pop settings for 'x' mail server", with x being www.yahoo.com or www.bigfoot..com, whatever your internet service provider is.
It's usually pop.yahoo.com or mail.yahoo.com and smtp.yahoo.com
